PROJECTS: OBJECTIVES, PROCEDURES, EVALUATIONS – consequences

A mental exercise exploring the strange twists and turns of what we call reality.

FACT-REALITY-FACT:   Almost all projects (public and private) proposed and conducted today are for legal and financial gains through the processes of doing the projects – NOT for accomplishing the project’s objectives. This is why projects to improve and maintain our infrastructure are never performed – there is no legal or financial gains to be made. This is why all projects touted as improving life on Earth are actually destroying it.  It is no longer our intent to accomplish objectives!

Reflection. Decades ago government funded projects (in education) had a format for application/evaluation. Categories included statements of Objectives & Procedures and Evaluation Measures for each. These included operational definitions for objectives achievement and records demonstrating that procedures were properly performed as prescribed. A problem emerged when Procedures were properly performed but Objectives were not achieved – and yet the projects were often judged successful.

  •     There are many times when the properly performed procedures failed to achieve the objectives because the project wasn’t adequately conceived or reality didn’t play by anticipated rules. In these cases the project might be successful if one learned from the lack of success and designed better projects.
  •     In my experience, it was not an intention to defraud the funders of the projects that led to the corruption of the original format, but the confluence of many factors. Institutions became dependent on these projects – and much of value was achieved even if the explicit objectives were not. Also, what the projects were attempting to achieve was actually well beyond the scope and design of the project, and this was the responsibility of the overarching system and not the specific projects.
  •     I don’t claim that this practice spread upward to major public and private projects, but one might examine projects over the past decades to examine how they distinguished between Objectives, Procedures, Evaluation and the gains made by those providing the legal and financial services to these projects.

People and businesses continue to make money through “projects” to produce and market goods and services.  I speculate that this is no longer the way of making big bucks and accumulate power.  Has the economy bifurcated into a Production/Marketing domain and a Legal/Financial domain? These two domains have always interacted. When and how fast has been the shift to dominance of the latter domain? Is the so-called Global Economy on a “Lemming rush to jump over the cliff into the ocean” by an addiction to maximum/excessive power that blindly sacrifices maintenance of the base to an abstract madness of MORE?

I suggest we will find variations of this madness in all major econo-societies (USA, EU, BRIC, emerging regions).  What are the actual sociological, anthropological, psychological phenomena observed in these aetherial domains of Big Power? What are their filtered and manipulated information sources? What valid knowledge do they have about anything of relevance?

What is their BUBBLE?
What is our REAL REALITY?
